When a child or young person is not making expected progress despite receiving additional SEND Support a setting may refer to external professionals. Leeds City Council's Learning Inclusion Services provide support to schools and settings and have a number of specialist services that can support.
SEND teams offer support to those educating children and young people with SEND, from birth to 25 years old. We work with families where a sensory need or developmental delay is identified pre-school and support transition into the early years setting. We also work with educators and leaders in settings from the early years to post-16.
The Special Educational Needs assessment and provision team (SENSAP) team manage funding for inclusion and the statutory assessment process. Funding for inclusion (FFI) is allocated based on assessed need. The aim of FFI is to include the child or young person in the most appropriate local setting and access wider opportunities to attain and achieve.
The Vulnerable learners teams support a wide range of children and young people, some of whom may also have SEND. The teams work to mitigate the impact on children and young people where there are barriers to accessing the universal education offer. We have high aspirations for all our children and young people. Our view of educational vulnerability is that it is not located in the child as a deficit, it is due to unmet needs and time-specific circumstances.
